Calls for applications into vital independent panel
A COUNCIL is inviting residents to join a vital body that helps ensure fairness and transparency in the
allowances paid to councillors.
Durham County Council is looking for five members to join its Independent Remuneration Panel,
which reviews and makes recommendations on its Members’ Allowances Scheme. The panel advises
on matters such as the level and types of allowances to be paid to councillors; any special
responsibility allowances for specific roles; whether they should be fixed or increase annually, linked
to inflation or other indicators; or any proposed changes to the scheme.
Political impartiality is essential for the role, and applicants should not be affiliated to the council,
either by membership of a political party or group, or by close association with any councillor or
employee. In addition, applicants must not be an elected member of the council, a member of any
council committee, or disqualified from serving as a councillor.
The role features a varied workload depending on whether the panel is reviewing the scheme as a
whole or in part. It is required that any successful applicant attends scheduled meetings that take
place three to four times during the year, usually across the autumn period. The panel members will
be supported in their role and provided with information to assist them in forming views and
preparing recommendations.
Some understanding of the roles and responsibilities of elected members, and knowledge or
experience of finance or local government would be helpful for the position, but it is not essential.
