Minutes of a meeting of the Tow Law Town Council held on Tuesday 17 th June 2025, commencing at
6.30pm in the Community Centre, Tow Law.
PRESENT: Councillors F. Nicol (Chair), M. Craggs, M. Dyer, P. Eastwood, and P. Stokes.
ALSO PRESENT: County Councillor A. Savory and G. F. Smith (Clerk).
APOLOGIES
Apologies received from Councillors J. Fowler, A Walsh and County Councillor J. Shuttleworth.
DECLARATION OF INTERESTS
Councillor Nicol declared an interest in agenda items Nos 10 Tow Law Community Association, and
item 11 Tow Law Food Bank.
Councillor Craggs declared an interest in agendas items Nos 9 Allotments, No 10 Tow Law
Community Association and item No. 11 Tow Law Food Bank.
Councillor P. Stokes declared an interest in agenda item No. 10 Tow Law Community Association.
Councillor P. Eastwood declared an interest in agenda item No. 9 Allotments.

The list was circulated to Councillors before the meeting, Members agreed to accept the list
COMMUNITY FUND
The following applications were received :-
GLASS GROUP
Donation of £250.00 towards the glass making consumables. The project is for a remembrance of
Tutor John Fraser “The Clock – stained glass”. Members agreed to donate £250.00 from the
Community Fund for this project.
FUNDAY 28 th JUNE 2025 AT TOW LAW FOOTBALL CLUB
Hayley Anderson organiser of the above event asked for a donation of £250.00. Members agreed to
donate £250.00 to this project from the Community Fund.
REPORT BY THE CHAIR AND VICE CHAIR
Home Group – Chair to speak to local MP with concerns.
ALLOTMENTS
Allotment Inspections – Councillor Crags and Councillor Eastwood to arrange a suitable date to carry
out the inspection and report to an appropriate Town Council meeting. Councillor Nicol will also
attend the meeting.
Members agreed to the joint Tenancy of TC4, rear of Dan’s Castle (Marion Craggs and Paul
Eastwood).
TOW LAW COMMUNITY ASSOCIATION
Councillor Stokes reported on events in the Community Centre. Manager to be appointed for the
Community Centre. Teacher to run sessions on computer training.
TOW LAW FOOD BANK
Councillor Nicol reported that demand for the service is still very high.
ANNUAL RETURN FOR THE YEAR ENDED 31 st MARCH 2025
Members agreed to approve the following documents:-
Internal Audit Report 2024/25 dated 10 th June 2025, signed by Mr D. Rider and send to the
External Auditor before 30 th June 2025.
Section One Annual Governance Statement 2024/25, answer yes to questions 1 to 8; answer
n/a to question 9; to be signed by the Chair and Clerk and sent to the External Auditor
before 30 th June 2025.

POLICE/PACT/SPEEDWATCH
Speed watch van, no figures available.
PACT report (Councillor Nicol) 44 Incidents; 86 telephone calls to the Police; incidents MUST be
reported.
COUNTY COUNCILLORS REPORT
County Councillor Savory introduced herself and looked forward to working with the Town Council.
Tow Law/Bedding/Planter – work to progress.
Local Network Group scheduled to meet in September 2025.
BANK ACCOUNT (on-line banking) – Councillor Nicol and Councillor Craggs to be added to the
signatories list, Clerk to contact the Co-operative Bank PLC this week.
PLANNING MATTERS – NONE
ACCOUNTS FOR PAYMENT
The Clerk reported the following:-
payments vouchers 14 to 21 sum of £4163.39
Members agreed to pay the above accounts.
BEEHIVE COKE OVENS
The gorse plants required further treatment and trimming back (still outstanding).
TOW LAW MILLENNIUM GREEN
Documents sent to the Charity Commission, awaiting response.
Inspection of Play Equipment (Sovereign Design Play Systems Ltd), report received Monday 14 th April
2025, minor repairs to be carried out, as soon as possible.
FUNDING OPPORTUNITIES – NO PROGRESS
CLERK’S REPORT
The Clerk reported on the following:-
Damage to the “Peacock Bench” on Millennium Green has been damaged by local youths
(Councillor Craggs). Councillor Eastwood volunteered to inspect the site and let the Clerk
know the extent of the damage (possible remove from site – for safety concerns).
Change over to .gov.uk E-mails (should be ready for end of June 2025)
